PACE not honoring lease-to-own agreements

Evelyn Gleason, Director of the Midlothian Park District, is trying to reach any park districts, recreation departments, or SRA’s that have leased vehicles from PACE.

About 6 years ago, PACE offered a lease-to-own vehicle program which allowed many districts to pay a monthly fee for 5 years with the option to purchase the vehicle for $1 at the end of the lease. In the fall of 2006, many districts finished their 5 year lease and began the process of purchasing the vehicle for $1…only to find out that PACE was not honoring the agreement and would not surrender the title.

Recently, Gleason received a “new” 40-page agreement that “supersedes” any previous agreement. She stated that the new agreements have many requirements that most agencies cannot meet.

    Yes, we were in the same boat here at NISRA. I believe we were one of the first agencies to have experienced this problem. We now have title of the two vehicles we were leasing. I have spoken to a few other park districts and SRA’s that are going through this with Pace right now. We did NOT sign their 40 page agreement.

    We are having the same problem. I am corresponding with Melinda Metzger and Tom Groeninger at Pace. It seems to me they are renegging on their contractual obligation under the original terms and the letter of intent to purchase upon contract completion. I am not going down without a fight and have no intentions of returning the van to Pace. If ultimately they prevail they can come and pick up the van and we will call it quits with them from here on out.

    We have been waiting to purchase our vehicle since our original agreement expired in May. It sounds as if there might be several agencies in the same position. Perhaps we can work together to get this situation resolved.

    We are also experiencing the same situation here at Itasca Park District. However i am new to the position and am coming in on the back end of the previous agreement. Our agreement expired in November of 2006 and still have not been able to get our title. Please let me know if there is anything we can do to help resolve this situation.

    SSSRA is in the same situation, although we have the title of one vehicle that we leased and purchased for $1. We have two additional leases, but we have not signed the new Pace Municipal Vehicle Program Agreement. Meeting the new required criteria Pace is demanding is not realistic to our agency.

    Furthermore, we have adopted the Pace Drug & Alcohol Policy and have a large amount of $$ credited to our account that should have been reimbursed, but they changed that too. Please let me know if there is anything I can do or assist with in resolving this issue.

    We are in the same situation. Our lease expired September 9, 2007. We were informed September 28, 2007 that our original lease would not be honored. Help in this matter would
    be greatly appreciated.
